        Mabeynci Mustafa Ziver Bey, dağılma döneminde çeşitli vilayetlerde valilik, İstanbul Belediye Başkanlığı yapmış Osmanlı devlet adamıdır.
        Dergâh-ı Âlî Kapıcıbaşısı Süleyman Sadık Ağa ile Mora Eyaleti Gördes (Korinthos) Sancak Beyi Moralı Kâmil Bey'in kızı Saliha Hanım'ın oğludur. Babıali kalemlerinde yetişen Mustafa Ziver Bey, Sürre eminliği, Mezahip müdürlüğü, Adliye Nezareti Din İşleri müdürlüğü, Ankara valiliği, Trabzon valiliği, Edirne valiliği, zaptiye nazırlığı, şehreminlik (İstanbul Belediye Başkanlığı) görevlerini icra etmiştir. Medine Müdafii Ömer Fahrettin Türkkan'ın emriyle kutsal emanetleri İstanbul'a getirtmiş, 9 Aralık 1917'de İstanbul'da vefat etmiştir.
