Biographical history

Hüseyin Hilmi Pasha (September 1855, Midilli - April 1923, Vienna) was an Ottoman statesman and bureaucrat who served as Grand Vizier for two terms. He served as grand vizier during the reign of Abdülhamid II (14 February 1909 - 13 April 1909) and during the reign of Mehmed V (5 May 1909 - 28 December 1909) for a total of approximately 10 months. He spent his most influential and productive years as the Rumelia General Inspector in Vilayet-i Selase, which included the provinces of Thessaloniki, Kosovo and Bitola, and he was mostly known for this duty. After the proclamation of the Constitutional Monarchy II, he served as the Minister of Internal Affairs in the cabinet of Kâmil Pasha on 27 November 1908. Finally, he was appointed as the Ambassador to Vienna in 1912, a post he held until 1918. After the end of his ambassadorship, he did not return to the Ottoman lands and died in Vienna in 1923.

In this process, Hüseyin Hilmi Pasha assumed important positions at different levels of the Ottoman bureaucracy and played an influential role in the Ottoman administration, especially during his term as General Inspector of Rumelia.

Archival history

The Hüseyin Hilmi Pasha Papers contain important information for researchers interested in late Ottoman history, the Balkans, Macedonia, and the Committee of Union and Progress. During the March 31st Incident, the correspondence of Hüseyin Hilmi Pasha, who was the Grand Vizier during his long civil service life, turned into a rich collection of documents.
Hüseyin Hilmi Pasha, who served in important positions, met Namik Kemal while he was a clerk at the Midilli Tahrirat Kalemi and their friendship grew. Their mutual correspondence is one of the remarkable groups of documents in the collection. The period in which the collection is more concentrated is the years of the General Inspectorate of Rumelia (1902-1908), which was established by Abdülhamid II and headed by Hüseyin Hilmi Pasha, when the Ottoman Empire began to disintegrate and rebellions broke out.
In 2016, 78 new documents purchased from a bookseller were added to the documents cataloged and opened for research in 2006. The added documents (1714-1728) include correspondence between Hüseyin Hilmi Pasha's wife, children and other family members, and are mainly letters of Hilmi Pasha's wife Zehra Hanım and daughter Aliye Hilmi Hanım. With these letters, the collection of documents has become even richer.

The collection of correspondence of Hüseyin Hilmi Pasha, who was the Grand Vizier at the time of the March 31st Incident, is an important source for researchers interested in late Ottoman history, the Committee of Union and Progress, the Balkans and Macedonia. Hüseyin Hilmi Pasha's official and personal correspondence is an important primary source for national and international political developments in the Balkans, especially during his Rumelia Inspectorate. The documents from this inspectorate period account for more than half of the collection.
